Gurugram (Haryana) [India], June 4: The launch of the Make in Haryana Industrial Policy 2026 and the accompanying sectoral policies marks a significant step towards positioning Haryana as one of India's most future-ready destinations for investment, innovation, entrepreneurship, and talent development.
The policy was officially launched by Shri Nayab Singh Saini Ji, Hon'ble Chief Minister of Haryana, in the presence of Shri Rao Narbir Singh Ji, Hon'ble Minister of Industries & Commerce, Haryana, Dr. Amit Agrawal, IAS, Commissioner & Secretary, Department of Industries & Commerce, Haryana, along with senior government officials, industry leaders, investors, and ecosystem stakeholders.
Organised by the Department of Industries & Commerce, Haryana, along with HSIIDC and HEPC (Haryana Enterprises Promotion Centre), the event witnessed the launch of the Make in Haryana Industrial Policy 2026, nine sector-specific policies, and the signing of investment MoUs worth over 1.10 lakh crore, highlighting the growing confidence of businesses and investors in Haryana's future.
Among these initiatives, the Haryana AVGC-XR Policy 2026 represents a transformative step towards building a robust ecosystem for Animation, Visual Effects (VFX), Gaming, Comics, Augmented Reality (AR), Virtual Reality (VR), Extended Reality (XR), Virtual Production, Immersive Experiences, and Creative Technologies.
Inspired by this vision and committed to contributing to Haryana's growing creative economy, HKI Media has announced plans to establish a 10 Crore Center of Excellence (CoE) for AVGC-XR in Haryana.
Building Haryana's Creative FutureBacked by a planned investment of 10 Crore, the proposed Center of Excellence is envisioned as a world-class hub for innovation, talent development, entrepreneurship, and intellectual property creation.
The initiative aligns with the Haryana Government's vision of building future-ready industries and strengthening the state's position as a leader in creative technologies, digital innovation, and emerging media sectors.
The proposed Center of Excellence will feature state-of-the-art infrastructure designed to support learning, production, experimentation, research, innovation, and collaboration across the AVGC-XR ecosystem.

ICASA to Lead Talent DevelopmentAs part of this initiative, ICASA (Indian Centre for Arts, Skills & Advancement) will serve as the skilling and talent development arm of the proposed Center of Excellence.
ICASA will focus on developing industry-ready talent through practical learning, mentorship, workshops, competitions, real-world projects, industry collaborations, and career pathways across Animation, VFX, Gaming, Digital Media, Content Creation, Creative Technology, and Emerging Tech sectors.
